A you can mount 9 inch , its just recommended by manufacture to mount 10" for proper tread wear on long run. the narrower rim would squeeze side walls and treads would wear out faster on the middle then on sides of the tread, but 1 inch difference wouldn't do much uneven treads . bigger problem is that if you intend to use stock pickup truck rim that have way to small bead lip for this missive tire, it will mount but you wouldn't have much action with it as could break off in off-road use, probably good enough for hwy use. You need to mount it on off road rim with enlarged bead lip for off road action.

A Yes, Goodyear rated highway speed at 81 mph, Cross country at 40 mph, Mud and Sand at 12 mph Please note: this speed ratings are limits for the tire to perform at full load at proper psi to balance performance and make sure proper, even tire wear.
